After an analysis of the varied terrorist kidnapping threats facing U.S. government employees stationed overseas, senior staff developed tactics for surviving possible hostage situations which were presented in an audio visual program produced by the CIA. This program is viewed by State Department personnel, government contractors and other government employees who must travel abroad.
